It probably isnt about any one specific woman. The Stones are more likely to write about people as 'composites' rather than about one individual.
Could also be entirely fictitious and not remotely based on anyone. They're writers. Its not exactly unusual. Mick and Keith have even wrote songs about their own relationship and done it in a way to make it look like its about a woman.
