Since a few months there's a video-clip running on arte-tv with a song which goes "baby, baby, baby, won't you be my girl" or so. can anybody tell me

it doesn't sound like rem, it's a very
hard rocking song; more like jet or so.

The song is called Baby Baby, and it is has originally been performed by the Vibrators, a 77 Punkrock Band from London. It has been covered by a couple of other bands like the German "Tote Hosen", so I don´t know who performs the version featured on Arte....
