Because it's not allowed .. if you leave Heathrow by plane or if you come in by plane from the US or the rest of UK. No lighters allowed. If travel from Europe it's allowed. Maybe he travelled from Ireland. Probably not allowed from there.
Ok maybe it's ony another story.
(but that lighter thing is really a problem for smokers these days, no joke)
