Kristiansand - It's only great during the festival... Otherwise - too many Christian fundamentalists who have been fighting to stop the festival for years. It's a shame. Anyway - they lost the battle!
Bring towels, blankets and your swim suit or go skinnydipping! Nice beaches, good camping spaces. The whole festival is a party, from a few days before the opening.
And remember to bring your tax free! Beer and drinks - EXTREMELY expensive.
Half a litre of beer often costs 80 NOK, or 8 GBP - 10 EUROS. (No, this is unfortunately true...)

Kristiansand is great all summer - not just during the festival! A bit boring the rest of the year though. I think you slightly exaggerate the impact of the christian fundamentalists. There are not so many of them here in Kristiansand, you'll find them at the countryside - like Kvinesdal. And both Alice Cooper and Motorhead have played there! Just a few christian politicians oppose the Quart festival. The real shame is the rest of the local people that claims to support the festival but don't buy tickets. Anyway, hope for beautiful sunshine, warm swimming temperature and great concerts memories!
And by the way, there are still a few places inside the city centre where you can buy relatively cheap beer.
