Can't be the recipe is all wrong. Shepherds Pie is made from Lamb not beef (that's Cottage Pie). It doesn't have garlic in it or for that matter sweetcorn. It usually has more of a gravy/stock and diced carrots and peas are included.
What that man has done is cook a pile of crap.

Keith's shepherd's pie is unusual in having a pastry crust over the mashed potato. I've never heard of anyone else doing that.
