Since I can barely tie my shoes unassisted, far be it from me to know what you need to do on guitar to be considered "competent." Since he's been playing guitar on and off stage for 50 years and has no doubt written hundreds of songs on guitar, my guess would be that he has spent thousands of hours at least 'strumming' a guitar. Whether that makes him 'competent'

Just came across this: Garcia played 2,317 live shows with The Grateful Dead. If you add up all of his various side projects over the years, you come to around 1,300 shows. That's a LOT of concerts outside your core band!
