Usually I can tell if it's a NITSC standard is by noting if it's a movie with 29.97 frame rate. PAL frame rate is lower between 23 to 25.
I use DVD Fab and go to info for the dvd and it tells me the region and if in NTSC or PAL.

After downloading the 21 zipped files and extracting them I get a error message that rar part 1 has encountered a problem. When looking at the folder where I extracted all files there is only one missing which is vts_01_2.vob
Than if I try to drag this missing file to the extracted folder I get the following message:
Extracting STONES_GTK_1973\VTS_01_2.VOB Error: CRC mismatch in file "STONES_GTK_1973\VTS_01_2.VOB" in the archive "C:\Documents and Settings\DOMENICO 1\Desktop\AUSTRALIAN TOUR 73\STONES_GTK_1973.part01.rar"

Any one have an idea what's going wrong here?

Try to re-download the part01.rar. Your file seems to be corrupted.

According to the G-Spot analysis this is PAL.

Unfortunetly after I finished downloading all21 files I found out with my program that indeed it was a PAL. So I will have to content watching it on my computer for now and not as a dvd for home.
