Running Win95/98 on a modern 64bit system is possible via Virtual Machine like VirtualBox, VMware (PC/Mac), Parallels Desktop (Mac) or Windows Virtual PC.
Sometimes you need to find and install the drivers for graphics & sound if they're not included in the Virtual Machine. The Internet Archive should help with that.
In a Virtual Machine, the CD/DVD can run as an ISO-Image without optical drive.
