Of course there's ups and downs. Such is life. I simply refuse to look at it as this Stones to that Stones. What's the point? For all we know they could make their greatest album a week from now. It's much better to look at their whole career. I've always been in love with the last four albums. They sound like classic Rolling Stones, but with a great twist. And there's tracks they could only make in their latter years (Like Out Of Control). Also, I think it's nice that their best blues tracks are from the later days. It just shows how long it takes to "get" the blues.
I believe the lack of success of their records helped decrease their recorded output. Why more tours? Unlike their records, the tours were successful. It must be very difficult to put a lot of creative energy into a project - only to have it fail. There comes a point when the audience "knows what it likes and likes what it knows." Personally, I've enjoyed all of their post 1983 albums, with the exception of Dirty Work.
If the Stones - and we fans - would forget their prior 1989 days,and if the band would just concentrate on the material they have done in last 19 years, we would have a really great show. There are no probaly classics, but still strong enough material to do anything if they would have their heart on it.
Of course, this is total science fiction,buuuuuuuuutttt......

Three strong rockers to start the show, and make people sweat, then a bit slowing down:

Doxa makes an excellent point. You could take any Stones set list and stylistically build the show with recent songs only and it would still function just fine. A fan's dream that will never happen, sadly.
