Well your guess is totally uniformed. His last tour sold out quickly and he played a lot of obscure off the wall venues. He is hot and always sells out, he just doesn't perform live often. Which also increases the demand for tickets.
You might want to re-think that guess. Last time he toured, even with a ticket price of about £80, supply exceeded demand so much they had to put in very strict anti-scalping measures.
He doesnt like lengthy touring. Simple as that.

Dear Tom Waits Fan,
Last Minute Tom will perform a full acoustic set featuring songs from his album BAD AS ME with his band (David Hidalgo guitar; Les Claypool bass; Casey Waits, drums; and more).
Waits, who has not toured since 2008 and has no plans to tour, says "I had every good intention to stay home and work on my JD Salinger Halloween mask, but when Neil told me yesterday he was serving burnt cow's eyes on a flat tire and it's all gluten free, I invited myself!"

My fave Tom Waits story is from Glenn Frey. Glenn said that Tom didn't really care for Eagles version of "Ol' 55" (my fave Eagles track). Then the royalty checks started coming in. Glenn Frey: "Me & Tom, we're pretty tight now". Haha.
