Charlies Hi-Hat

So,
I was wondering when Charlie started his Hi-Hat thing and why - not hitting it when he hit the snare.
In 1969 he didnt.
Example:
Honky Tonk 69 TOTP
Then in 1978 he did.
Example:
Miss you - 1978 DVD
