Too many great ones to choose from, but here are a few more off the top of my head, that I don't think have been mentioned:

Somewhat obscure, but Lisa Germano's "Happiness" - first released by Capitol in 1993, then a slightly different reissue by 4AD in 1994. The '93 version cover is shown here, but I prefer the '94 release (different arrangments, two new songs).

She was John Mellencamp's fiddle player from '85-'93, but her solo stuff is hardly fiddle music (in addition to violin, she plays guitar, mandolin and keyboards). And don't let the title "Happiness" fool you...the songs are edgy, moody, dark and beautiful...with an acerbic sarcastic wit masked by her childlike, whispery voice.

Chrissie Hynde would fit into the same category, I suppose. Hard to top the Pretenders' first album, in which she wrote 8 of the 12 tracks by herself, and co-wrote two others.
