Although the top neck seems to have many unused tuning pegs, it seems to resemble what I've seen referred to as a "Harp Guitar". (Google Image Search Results Link Provided) Most times, the upper neck strings are not set up to be fretted, just used open, like a harp. In that picture, based on the looks of the strings on the upper neck, I'd assume they were tuned to bass notes not available on the six string neck below it.
