On the album "Their Satanic Majesties Request" on side two just before the actual song "She's a Rainbow" starts, there is what appears to be some kind of sound recording from a marketplace. I always wondered what it is and what the guy says, it sounds to me that he has a Caribean accent, but I could never make head or tail of what he is saying. Anybody here knows something about it?

Sounds like a Cockney accent to me.

It's merged recordings from a fairground, it goes someng like this, couple of missing words, but this is the majority of it...
