A person who I work with has 16mm (not 8mm) film from the 1940's and 50's she wants to convert to DVD. She owns all the equipment that goes with film (Camera, projector & editor) and wants to know what she can buy to do the transfer, most likely working on her computer. She wants to do it herself and not use a service that does this stuff.

Any ideas would be appreciated.

well a telecine machine is the only option i know of and she would have to have a service in NYC, LA, London, Tokyo or India or other center to do it. the machine is a super expensive conversion machine. after the digitization she can edit herself in final cut or whatever to her hearts content...
