It's not exactly that:
First you have to contact the guy and ask him if he can give you a password, he doesn't want to have too much people.
Second he will ask you a little contribution if he's ok to have a new menber.Rockpassion cost him some money and time.

Actually, it used to be completely free. About a year ago, I subscribed and sent JP 30 bucks to show my appreciation. A few weeks back I received an e-mail inviting me to pay another 30 bucks in order to renew my membership. I was a little disappointed, though I understand maintaning the site is costing him.
