Lottery would be one option. Springsteen did that for his Broadway shows (the initial run in 2017-2018) They basically did a lottery for the ability to buy tickets. It was 2 tickets max too, I believe. Reselling was allowed though. The lottery, of course, was run by TicketMaster They called it the "Verified Fan" sale.

The Stones are working for a guaranteed fee. It's the promoter who sets the ticket prices. No, I don't think Platinum pricing (Ticketmaster scalping their own tickets) or the resale market is "fair". I just said the Stones don't control the resale market.
