Correct me if I’m wrong, I’m just reading Wikipedia, but apparently NZ does not have a written constitution, or anything else for that matter, that would limit the government’s power to do this sort of thing. Whereas for example the US does, in the “enumerated powers” of the 10th amendment. So yeah their government is empowered to do this sort of thing.
