It's possible you saw one of the podcasts I've done with Justin of Hang Fire. (If not, disregard!) What I said was -- in my opinion! -- the best Stones songs *tend to be* the ones Keith begins and Mick finishes (Satisfaction, HTW, Jumping Jack Flash, Street Fighting Man, and on and on). My impression of the "18-month plan" was that it wasn't just $$ for promoting singles or videos, but also a concerted effort to level up the band's presence on streaming platforms. I saw no evidence of that, at any point, and they've only gone backwards since then.
