Radio ststions in the San Francisco bay area were giving away tickets even before the general public onsale. I don't know about other markets. But here you can count on large radio station ticket give aways to ensure "full stadiums"

Hey sdstones, I was there oakland opening night '99, no security tour. 1st and only time in my life I have been in the front row for a concert. GREAT show, moonlight mile,some girls, you got the silver, undercover, midnight and sympathy for the encore. Now that was a setlist.
