So why does both the fed and the separate states compete on buying ventilators from China? There are political divisions and much mistrust between the states and the federal government. There are questions of rights and power, and they often end up in courts. Partisan politics are in play, and it's like this on many issues, not just the ventilator purchases.Very inefficient.
