I have it on a 94 boot titled "Voodoo Kiss," recorded in New Orleans. The bootleg is not that bad, except that the crowd noise is very loud. Want it? I can probably post the whole show, if there's enough demand.
I've checked and it is a soundboard recording; rsconcerts.com rates it as "A quality." There are also kick ass versions of Start Me Up and Love Is Strong played at the MTV awards that come as bonus tracks.
The New Orleans concert is not perfect (soundwise). It's a bit muddy. But there is a version of Rocks Off from Aug. 14th, on the official "sold-at-concerts-video". That one's great. Oakland, Miami and San Diego is also soundboard.
I agree: 1994-95 versions of Rocks Off are tahe best performances. The Tokyo 1995 show also has the best versions of Sweet Virginia and Love Is Strong you will find as well as a very nice version of It's Only Rock and Roll and many other really good ones.
