I think The Stones do come up whith musical ideas like chords and rhytmn and fill in words later on. Than songwriting comes into action wich can work both ways.

I think you're right and that the music comes first and then the lyrics and whatever. but I wonder if the same thing happened in "Living in A Ghost Town".
