what problems are there?
if the *.zip is blocked,
right click this blocked zip file,
select "unblock"
and the file will be downloaded.
That sounds like a setting , the file is being stored in a "temporary" directory.
I would set it to save downloaded files either (a) in your Downloads folder or (b) to "always ask" where to save the files.

Just an info if you use Firefox browser:
Maybe some of you have problems downloading zipped files (rar/zip /7z) with Firefox 63.0.
After downgrade to Firefox 62.0.3 all works fine again.

I used FireFox 63.0 to download Dog and Cat Label DAC-191 .zip file just last night. No problems.

Phew, and I thought it was just me.
FYI I download a we transfer zip/rar file ok. Then if i close firefox the file deletes itself.
However, if I have unzip/unrar the file then ok.
So i have to unpack the file immediately not close firefox and unpack at my leisure.

Normally you should see a button on the far right side of firefox with 3 horizontal stripes.
(click on the images to get a larger view)
If you click on that one, a drop-down menu shows up.
Choose "options" (see 1st screenshot) and scroll down to "downloads" (2nd screenshot); there you can set the folder you want your downloads to be stored (or you can choose the option "always ask, marked with a "?" on my (second) screenshot).
