I sent the filmer an email to inquire about this and here's the reply I got:
HI Bob,
I filmed the complete Stones show at The Wells Fargo Center Philly 6-21-13..i am making copies available
to fellow stones fans.I'm sure a bunch of you were at the show,so i think this is a great memory for everyone.Bluray
copies are available for $75.00 and 2 dvd set is available for $30.00 (United States Shipping)/($35.00 Overseas) (prices includes shipping) .if interested,email me and i can send further info..I am working on matrixing in another audio source as well.so it will be an amazing viewing and audio journey!! thanks for your email!!!

I'm going to order the 2DVD version of this because I want to see CYHMK...he says it should be finished by the end of next week...I'll let you know how it looks/sounds.

Coming from the Allman Brothers/Deadheads/Phishheads school of thought, many collectors believe in sharing the music when it comes to live recordings, and frowning upon those who profit from it.
Either pass it on as a free download, do tape trades or blank and postage for those with nothing to trade but would like a copy.

I think the filmer deserves to make something for his efforts...people have gotten too used to getting everything free...these people who film/record shows have to go through a lot to get this stuff for us! Right Dan?

I have a friend who wants to go in half for the bluray version, either way I will make sure it is available here! I don't know how to put it up on wetransfer or one of those sites but I can probably figure it out, after all I helped launch humans into space for 37 years!
