From what I know "Empress Valley" have a double policy : they cough out big money on exclusive rare tapes (usually Led zep soundboards). To compensate for their investments they have to put stuff they got for nothing online (IORR or Dime) wrapped in a fancy package.
The 11-cd set belongs to this category, so nothing new here... (alas x1000 times).
