how can a band who havent recorded for 7 years and not toured for 4 years be a 'great active band' ?

Doesnt the question simply mean the best "on current form" ?

Thats how I interpret it anyway. So :

1) Springsteen
2) Dylan
3) Lucinda williams
4) Red Hot Chili Peppers
5) Steve Earle
6) Neil Young
7) Stones
8) Arcade Fire
9) White Stripes
10) U2

FYI - Elvis, Pistols, Holly, Beatles, & Monkees are far from active. It helps to be alive . . .
