Gazza you are pretty much correct here. Before November 2005, when the new law came into effect, EVERY bar / pub etc had to re-apply for a licence, even if all they wanted was to keep their opening times the same (11pm). Those that wanted an extension were assessed on track record, location (residential etc.) and many were given perhaps an extra 30mins or an hour. I live in Putney, and their are still many pubs closing at 11pm, but also enough that now close at 12am, and a couple open until 2am (pubs with no admission charge!) as well as a club open until 4am.
So that is pretty good for a 'non-central' part of london. In the west end there are lots of places open later, but unless you know exactly which ones, you can end up a bit screwed at 11:30pm looking for places open later, because many places that are open until after midnight require you to be inside by 11pm.
