You got it! Insurance is the key to this, the cost of insuring the band with its ageing members against injury/illness/death and then the cost of gig cancellations, etc would be phenomenal and maybe no company would insure them. And the band, knowing their own health issues, would not risk their own cash in underwriting these costs themselves. It’s a business decision, the individual members desire to tour or otherwise is irrelevant, it’s out of their hands.
Possibly a new album will appear next year and Mick and Keef will do some chat shows or scripted interviews to promote it. No more risks, keep the money safely in the bank, keep leaking out the live shows to keep the completists happy. Leave the legacy intact, fading as it is, and don’t allow themselves to get like Macca.

It's a bit confusing though that Keith doesn't want to tour anymore (if you are to believe the British tabloids). It used to be the other way around. If that is true I think touring is over for them.

He may 'want' to tour, but age is telling him it isn't a good idea. Surely, we all realise how old he is? It's ridiculously impressive that it's lasted so long, quite honestly. If they could figure a way to perform without touring for multiple months, maybe we'll see them on a stage after all.

Their collective heath may be fine in relation to their old-age, but it might not be a good idea to embark on a multiple-month tour across Europe. It could very-much be a case of them 'wanting to', but realising that age is now against them.

Rehearsals for a one-off show or even a short series in one location take as long as those for a full tour, so I really don't see either happening. Maybe a few songs to promote the new album, but I fear that most of us have seen our last Stones show. Wishing them a long and happy retirement (I'm sure enjoying mine).

Of course Keith wants to tour, he played with Steve Jordan a few weeks ago for charity in New York and looked great, Ronnie also performed recently, they both looked ready to tour.
If you watch Mick closely in recent weeks he seems a bit frail on his legs to me, sure he's in great shape for his age but can he perform Stadiums for two hour shows, it will be two years since he last toured and he was maybe struggling back then with Keith having to play 3 songs for over half of the tour, let's face it you don't get fitter over a 2 year period in your 80's, it's only going to get more difficult. Mick would only ever want to give his best performance and possibly he doesn't consider he can guarantee that now for three or four months in a row at this stage..
We haven't seen the last of them live, but we might have seen the last of them as the Stones live, hopefully we can still get to see them do some solo shows here and there, personally I'd be happy seeing the three of them doing something different creatively away from playing Miss You and Satisfaction again.
