For me the definition of filler is a song that sounds as if the band didn't really care or love what they were doing but they needed another song, so they just made one up. Not necessarily the same as a jam, because a jam can be fun and inspired (like Slave for example, or "Just Wanna See Your Face", which are definitely not fillers).
Of course, since we don't know what the band feels, it comes down to what I, as a listener, think was made without fun or inspiration. I would say:
* From their earlier albums: - "Little By Little"
* From Aftermath (UK): none (Out Of Time is boring but no filler)
* Between The Buttons (UK): pretty much the entire album
* TSMR: The see what happens nonsense is filler, the second half of Gomper, and On With The Show.
* Beggar's Banquet, Let It Bleed, Sticky Fingers, Exile: none
* Goat Head's Soup: Silver Train
* IORR: Dance Little Sister and Short & Curlies
* B & B: none
* Some Girls: Lies
* Emotional Rescue: Send It To Me (maybe)
* Tattoo You: Hang Fire
* Undercover: Wanna Hold You, Too Tough, It Must Be Hell
* DW: Fight, Hold Back, Too Rude, Had It With You. (I agree with Doxa that Back To Zero is the worst song of the album but not necessarily filler, they were trying to go somewhere with the bloody thing)
* Steel Wheels: "Sad, Sad, Sad", "Hold On To Your Hat", "Hearts For Sale",

* After Steel Wheels, most albums are so full of filler that there's no point in listing them. However, although I don't like Hackney Diamonds very much, I admit that there's not really filler on it (apart from maybe Live By The Sword, which seems rather uninspired).

Well, as we can see, the problem with a demanding topic like this is that easily is nothing but 'I don't like that or that song or album'. And who really wants to hear that? Our moderator surely not.

Most of Stones filler are played by other bands trying to sound like the Stones

You can also hear Stones fillers in some documentaries about the Stones which do not air genuine Stones tunes. It's a way to escape the copyright issues

Well, on the one hand, it's hard to like filler. I mean, it's filler, right? Which means by definition it's neither particularly inspiring nor inspired. Okay, maybe I thought of one: "Stoned". Just a simple 12-bar blues which I really like. But I am not sure it counts as filler because I have the feeling they really enjoyed playing it.

On the other hand, it's possible to strongly dislike a song which is NOT filler. As you already pointed out Back To Zero is an example. Streets of Love is not filler and a lot of people hate it (I don't). I really don't like Sweet Neocon or Infamy but they are not filler. (Well, Infamy maybe.)
I personally really like Winning Ugly, but almost everybody hates it. Still, I don't think you can call it filler. It's not predictable, and they really put some effort in it, I think.

Luxury is one of my favorite Rolling Stones songs. I can understand why some people think it's a filler, but I love it.

I think the first time I heard a Stones "single" as filler, it was "Don't Stop".

It's like Mick hit some chords and asked, does this sound like us? We need something for Forty Licks.

I mean, did they even try? Brutal. It wasn't a bad song, it just doesn't matter if it ever existed. That's filler.

I recall even commenting on this years ago, using Let It Bleed as the example, in that it plays like a Greatest Hits package. Sticky Fingers is similar in that respect.

It's bland.

Of course they didn't try, it's Stones-by-numbers. "Here we go..."

But Stealing and Keys are even worse. Absolutely filler on a hits comp and aside from that, not even quality B-sides. What a waste of space.

Okay, I can see how people could call that a filler. Still, if you listen to all the details of their playing, they did make some effort to make the song more than just something to fill the album.
In any case, if it's filler, it's proof that even a filler song can be great fun. I enjoy it very much (just like Think and What To Do)

I liked this idea since GLS mentioned it somewhere else.
Mainly bc it's interesting to ponder what a filler track really is. And this thread shows that the Stones seem to have very little filler in their catalogue.
I too see 'Silver Train' as a filler.
There are many weaker, or unpopular tracks that IMO cant be seen as filler. exile does not have a second of filler on it.
Most songs always seem to have someone championing it.

I think 'My Girl' and 'Under the Boardwalk' might be filler, but maybe they were an exercise.
There are some tracks that I think if they disappeared it would not affect the album. Such as 'Too Tight', or 'Mean Disposition'; 'Driving too hard', or 'Oh No not you".

For me the difinition of filler is an AVERAGE song, average under all aspects.

At the same time the song has no claim to be a classic.

I bet the Stones exactly know when they drop the burden of creating a new classic and record an average song. That laid back attitude paradoxically often leads to a certain groove and joy of playing.

That is why I LOVE many of their "fillers".

Some people aren't able to be critical of a band the love. That's unrealistic.
