Because it was already on the Japanese CD edition of Hackney Diamonds in 2023. The Japanese love bonus tracks and the bonuses should justify the higher prices for the Japanese versions. And some believe that ‘Ghost Town’ was part of the creation history of the HD album.

Why don't they do as Springsteen and Dylan - do a clean sweep and release a lot of material from the vaults. The prospects of a new tour is getting slimmer and slimmer.
And I don't think there is a huge demand for a new album (except from hard core fans). I think it has been said here before but I'll repeat it: Time is not on their side anymore.

HD sold better than any of the reissues with extras. If the supposed BLACK AND BLUE deluxe indeed comes out it probably will be the weakest selling deluxe reissue of all of them.

There aren't many left anyone would care about. A deluxe EMOTIONAL RESCUE reissue would probably interest some more - but they cheated it a little bit with the SOME GIRLS deluxe, TATTOO YOU and the TY deluxe. IORR is probably not worth it seeing that some ended up on the TY deluxe.

There's UNDERCOVER's plethora of leftovers, DIRTY WORK and even BRIDGES. Mick's probably not wanting to be bothered with any of those, though.

Mind you, it's not Hamrick who says they are in the studio, it's the writer of the piece who says according to their sources they are in the studio recording a new album.

Still good news if true, and not even implausible, after non-cancelling the uncancellable non-tour they certainly have the time now to finish (some of) whatever songs are left to be finished (unless they play too many weddings and dinner parties ...).
