I've 1,737 rumoured tours up to 1987, I'd like to update it

It's a bunch of things. Venue rental is possibly the biggest issue. They played Wrigley twice, with around 40,000 per show. That's not that many people compared to a football stadium yet the last 20 years or whatever the Stones and U2 are only getting, on average, it seems, about 40,000 for a stadium show.
Mostly because of the size and location of the stage.
Perhaps, though, the backbone reason is connection and in an arena that's way easier it seems.
I think you might be missing the point, Keith's loyalty is with the Stones, he'd rather play with the Stones and wait until Mick's ready to tour.
Mick tours with the Stones because that's where the big pay days are.
But if the Stones don't tour this year because there isn't enough profit then Keith knows next year won't be any different in Europe.
So Keith might want to do a few solo shows to keep his fingers moving and because he might want to play while he still can. Time isn't on their side and even Keith can get fed up with living a perpetual holiday in the sun.
He didn't tour with Crosseyed Heart because the Stones remained active.
As for fitness, he doesn't smoke or drink now and as a result his voice is stronger, he said it himself.
Willie Nelson is still doing it in his 90's, McCartney and Clapton are still doing it, don't assume Keith's limitations, let's wait and see, hopefully Ronnie does something too.

Renovation of Munich Olympiastadion starts in October, so there still would be a chance to play there let's say in September. (And even Barcelona might have finished the renovation of the their football stadium until September)
He’d have to coax Bill and Mick Taylor out of retirement, though.
Stade de France (Paris), Wembley in mid-September, Olympiastadion Munich (one last hurrah before renovation), the Montjuic stadium in Barcelona (if the football team do start playing at the new Camp Nou as expected), possibly the Sevilla stadium (subject to Real Betis not having 'moved there due to their stadium renovations), Cardiff Principality stadium (with roof), presumably Zurich Letzigrund... there's a few to go at and fill September at least. They also played the Amsterdam stadium on 30 Sep 2017 (and Parken, Copenhagen 3 October) so plenty is possible.
The only thing going against the Wembley option is that Oasis and Coldplay (and a few others) are playing what feels like '100's' of gigs there this year, already. Not sure if there is an absolute limit. There is an International Football weekend in early September, where a club football stadium could possibly be used e.g. Berlin?

One of my dream scenarios that sadly didn’t happen since the New Barbarians would be for Keith and Ronnie to tour.
Keith plays for half an hour solo, Ronnie relieves Keith for half an hour while Ronnie plays his set.
Then for the last 30 or 40 minutes Keith and Ronnie sing and play together with guest stars joining in.
Can't believe it never happened when the Stones were inactive.
It's still not too late though.
And not to forget: Waldbühne
Twickenham is pretty empty most of the year.

I wrote this before - I think like in 2023 Mick wants to finish the next album before touring. It mnay be about their legacy - an album lasts for decades, a Tour for a few weeks.
That is not new, it has been like this for decades, 90% of the decisions to tour happen if Mick feels like it or wants to do it, the rest accompanies his decisions and waits.
Again, everyone is free to do things on their own, organize tours or concerts with and wherever they want but they don't, the only option is a stadium tour with the Rolling Stones, nothing will change now.

Logistics, money, whatever it is, it made me wonder why some bands (Pearl Jam currently, for example) play the same arena two times in three days as opposed to playing a stadium once. Is it because an arena stage is cheaper? Is it because they are expecting people to go to both shows, therefore selling more tickets?

To postpone the entire tour by a year seems like some sort of cop out.
Plus it's The Rolling Stones, I think they need new promoters. If you can't schedule a tour for the greatest living band on earth then they're clearly not up to the job.
"Sorry, we had a few snags in the schedule so let's wait until Mick and Keef are yet another year older. Hopefully they'll make 83." Doesn't really make any sense whatsoever. The album promotion is kinda dead by then too.

It's a pity that it happened this way. But it was clear in December that Europe would be overloaded with concerts in the summer. They could have played in Japan in the spring or in Latin America in the fall. Apparently, it wasn't meant to be.

The reality is hard to accept.

Renovation of Munich Olympiastadion starts in October, so there still would be a chance to play there let's say in September. (And even Barcelona might have finished the renovation of the their football stadium until September)

15 stadium shows is the equivalent of 40-50 arena shows. It's the most efficient way for 80 year olds to do it. It's really the only way now that makes sense for everyone involved.

I would say an Arena tour is another option. Maybe a little easier to organize and book, but also less revenue. They did it in 2017, so it's not impossible.
