The Worst.
Regarding Oslo venues, Voldsløkka is not the only option with 40,000 +
(actually the concert capacity for Voldsløkka is 50,000.)
Ekeberg has a capacity for 30-40,000 for the Tons of Rock festival each day. The Stones were actually booked for a show there in 2017, with an extended capacity of close to 50,000, but as we all know the initial tour schedule changed.
The main problem is that Oslo city council has put strict limits on the use of Ekeberg and Voldsløkka because of nearby residential areas. Voldsløkka can only host one or two concerts per year. Voldsløkka is booked by Åge Aleksandersen on the 28th of June. That means there can only be one more act at that place this summer. (And Frognerparken where Aha and Bruce Springsteen played in front of big crowds, are now closed for concerts.) I know for a fact that there where talks of a Stones show in 2022 (from people I know in the City council), but no venues were available. The same year Live Nation went to court against Oslo City Council for making it difficult to host big concerts in Oslo.
Bjerke Travbane (Racecourse) had a one off event with 60,000 fans for Rammstein in 2022. However, Bjerke has recently made an agreement with Live Nation and is confirmed to be available for concerts outside of the racing season (from mid June to mid August). Oslo City council is backing this venue for big concerts in the future. If the Stones come to Oslo next year, my bet is on Bjerke with 60,000 tickets on sale.
