They really wouldn't have a reliable way to control that anyway, since tickets can be resold.

So no restrictions, anyone can vote, just like the way it's always been.

She's A Rainbow and Far Away Eyes are the rarer of the four choices, I think. I was fortunate enough to hear them perform the former at Hyde Park in 2022. It's one of their most 'well-known' numbers, so it's baffling that it isn't performed more often.

And that's bonkers, isn't it? It 'works' live and is an incredibly popular song. At least, it has had a lot of exposure; Apple computers, etc.

Luckily I got Far Away Eyes at my first Stones show, Nashville 2015. And got Mercy, Mercy at my second, DC 2019. Looking for Sweet Black Angel in Atlanta (kidding).
