It would be a nice surprise if Neil Young reverses course and decides to show up.

If the COVID pandemic is his main concern, President Biden has stated this week that the pandemic is over, and just yesterday reports surfaced that the Canadian government will lift its travel ban for the unvaccinated by the end of September. While Biden’s statement is being debated by health experts, it seems like there is light at the end of the tunnel.

A Farm Aid appearance would be a fitting reentry to public performance for Neil.

As far as the concert industry and the vast majority of touring musicians are concerned, the pandemic was over by the summer of last year. There's got to be something going on with Neil that's preventing him from being able to play live, and I don't think it's Covid. Word is Stephen Stills can no longer tour because he's gone completely deaf. Wouldn't surprise me if Neil has some sort of similar issue.
