Maybe the tour has been delayed because the new album is not ready...because they want this tour to coincide with the issue of the new album ?

Maybe they need few months to finish the new album.

If so, they could also tour with just a new single (like they did with 'Ghost Town') and then release the new album shortly before Xmas.

The rescheduling has nothing to do with the new album. They have toured every year since 2012 without a new album (except for 2020, when the pandemic kept them from touring).

A broken finger or a sprained wrist or ankle takes a lot more time to heal when you're in your late seventees of course. Pretty good reason to delay a tour...

Sure its political if one considers human rights and life political but reasonable people just consider it right versus wrong. As they say "which side are you on?"

There's no sides here. They're not raising money for a campaign of any sort, I'd hope nobody here would be against charity.

There is too sides though. I am sure there are quite a few who are against helping Ukraine in any way. Hopefully no one here is on that side and hopefully this event happens in a way that helps those in need of charity. I will pay up for a ticket that does that.

On their Instagram stories, 40 x 5 Tributo Bar was hinting at "their next extraordinary trip to USA" in September.

I think BV is just keeping the board tidy until an official announcement happens. I wouldn't read too much into it.
