At least here in Italy, Crosseyed Heart is available on apple music but not available on istore.
Wonder why?
Wanted to send a song as a gift and couldn't!

Looks like there's an general issue, not only by the iTunes-Store Italy. Maybe you could try to contact [www.UniversalMusic.com] to know what the issue exactly is?
An alternative would have been [www.Qobuz.com] - (they have also the Apple-Formats AAC & ALAC) - but it's currently not available for Download (only Streaming).
Crosseyed Heart is currently also not available at [it.7digital.com] . The same on [www.HighResAudio.com] - (listed but not purchaseable).
It could be that this Albums gets new Label-rights (like Mick's Solo-Albums two years ago). Crosseyed Heart was originally released via Virgin/EMI - [Music.Apple.com] . Keith's current Albums are on BMG.
