Best: Beach Boys, at least in the US. Not so sure about worldwide impact, where The Doors have a strong case.
For a period in the 60's, the Beach Boys, here, were on close to the same level as the Beatles; and they were more impactful and popular than the Stones. My choice is based on best, as in most influential/liked/impactful/popular; not my personal favorites.
The Beach Boys were never my favorite US band. At different times several other bands mentioned here were my US favorites for a period. But I only remember two bands ever being clearly my overall favorite band: The Beatles for a relatively short period through mid 1965 and The Rolling Stones from then on.
Inside the US, Bruce/E Street would come in second, if they qualify? I've read all the the comments and think they qualify, but I respect those who think they should not qualify.

Its funny how people are listing the top selling and most popular USA bands. But you can walk into any club in lets say New Orleans and see bands so good that they blow any of the bands mentioned away. Popular doesn't make a band great.
Are we talking about songs, musicianship how a band can improvise live? Somebody just mentioned The Beach Boys. Well thank The Wrecking Crew for that. I hope people would just say why they mention a band.
