According to Nico (who knows everything!), it's Bill.

My own favourite is Loving Cup and 19th Nervous Breakdown (both Bill)

Does it matter if it is Bill or someone else?

This is a correct observation and great point. The thread title is "Stones Song With Best Bass Playing"

Thread title does not mention any names...

I know many here (rightfully!) revere Bill Wyman's incredible work on 19th Nervous Breakdown, for my money, the top bass work on any Stones song is ......

Jigsaw Puzzle

Slap on some phones, and play this record L-O-U-D! Bill Wyman is on fire!

What is your choice for best bass work in a Stones' song?

Whats so incredible about the bass on 19th Nervous Breakdown. I don't get it. In fact it doesn't get anymore basic.

Anything in Rock 'n' Roll can be classified as basic. When you listen to "19th NB" it's not about basic, it's about how Bill's bass integrates with the other two guitars. The integrated timing of the three guitars makes the song very special.
Close your eyes, put the record on loud and if you don't hear it ... well, never mind. Jigsaw Puzzle is indeed great too.

In an interview a reporter said to Bill: I like your bass work on Miss You, Bill answers it's not me it's Keith

No, he didn't.

This is what he said:

The idea for those (bass) lines came from Billy Preston, actually. We'd cut a rough demo a year or so earlier after a recording session. I'd already gone home, and Billy picked up my old bass when they started running through that song. He started doing that bit because it seemed to be the style of his left hand. So when we finally came to do the tune, the boys said, Why don't you work around Billy's idea? So I listened to it once and heard that basic run and took it from there. It took some changing and polishing, but the basic idea was Billy's.

- Bill Wyman, 1978

Miss You wasn't coming together at all, then Billy said, Try playing octave riffs on the bass.

- Bill Wyman, 2011

To my untrained ear, The studio stuff, for the most part, doesn't really showcase what Bill brought to the table...except for what's on the SG and ER albums.

I agree that Bill really shines on the live stuff. The studio recordings are more like basic templates to work off of, and then be embellished onstage. As someone who played bass in a Stones tribute band and has gone through many live recordings, I can attest that Bill mixes it up from night to night, and probably never plays the same song exactly the same way twice. It's an approach that goes back to blues/r&b/jazz, where improvisation is basically the lifeblood of the music. The Stones in general are highly improvisational, but it isn't always noticeable unless you really dissect the live shows from over the years.

I like the bass playing on Satisfaction so simple but very effective and really a very important part of the song.

Miss You is a true Bill Wyman showcase, with just about everything Bill is known for -the popping octaves, the sliding octaves, the walking bass, that strange timing of just a tad before the drums.

Like his fabulous work on Whip and Imagination from Hampton, it's all a showcase of that typical Bill Wyman style.

Agreed. There are a few Stones songs where the bass is a much more important component than usual in pop music, and Satisfaction is one of them.
