Rumour is Keith covered the Paragons'song during a studio session during the late seventies (ok then, not the Winos), maybe with the idea to release a new version.. To bring a new life to the old song... Think for instance to Run Rudolph Run..

Story goes that Blondie was around and heard by accident Keith's attempt to bring a new life to this old hit.. And they allegedly hurried to record their own cover of the song... So Keith did not release anything at all at the end of the day, because the idea of bringing to life the old song had been "stolen". . Again, it's a rumor.

This is pretty much what Bill German says in his book.

Ah, in Bill German's book it was.
To get it out here. That's the quote from Bill German's Under Their Thumb: "She [Jane] feared that someone would steal Keith's idea to perform it [Cole Porter's "I Get a Kick out of You"], the way Blondie nicked "The Tide Is High" from him. (Keith had been playing that song–originally released in Jamaica, circa 1967, by the Paragons–when Debbie Harry was still waitressing. But some Blondie members allegedly heard Keith's private tape of it in 1979.)"

Thanks for pointing the source... Did'nt remember where it come from... And the thin studio wall, I just made it for bad remembering... So it was a tape...

I doubt it. Reggae had a fashionable moment with Marley and a lot of artists (Toots, Jimmy Cliff, Dennis Brown etc) all got contracts with big labels and publicity. In 1978 Gregory Isaacs covered Tide so it's possible they heard that.

EDIT

Debbie is clear that it was the Holt version they covered but she also says it was on a Virgin compilation but that was Isaacs version. Either way it wasn't Keith.
