Well, yes and no, I think.
When someone talks about the plague in the 1300s it doesn’t mean 1300-1309.

And nothing starts with a zero, it ends with a zero - 2001-2010 is the first decade of the 2000s...

That is surely correct, however, I think you'd be hard-pressed to find someone to say that 1970 was in the 60s.

My thoughts were to simply include any overall singles released by the band for the year 2000 and later, regardless if they were new recordings or not, so yes, that would encompass both the EOMS and SG deluxe reissues. Having said that, I wasn’t aware that “Following The River” was actually released as a single (as some have included this track in their lists) - - good to know, though I do realize there was also a promo video made for it.

I'm almost certain "Following The River" was not released as a single. If I'm not mistaken though I think "So Young" was released as the second single from the SG Deluxe Reissue as there is an iTunes single release for it.

Following The River was not a single, just a promo single... Oh No Not You Again, I Love You Too Much the same thing. Have never seen a promo single for So Young.

So Young was a b-side.

Following The River was a digital single, no?

"The year" 2000 was the last year of the 1900s.

What was the first century? 1-100, not 0-100. 1-100 is one hundred numbers.

When you get to your 40th birthday, you've lived for 40 years, you are now in your 41st year that day, not your 40th year - that started on your 39th birthday.

That said, my ranking of actual singles below...and I definitely count EOMS and SG Bonus Disc singles...do we not list 'Tattoo You' as a 1981 album?
