Good points about the actual use of a term 'bullshitting' in American way of life.
But some general points. And I speak bullshitting only in the context of someone talking it.
For a 'general theory' of bullshitting (haha) it is no matter what is the intent of a speaker, since bullshit is bullshit. Why it is said and what does it serve/is gained by it doesn't matter. Even that of the speaker being awere of him or her bullshitting or not, doesn't matter. It is an act of its own to be judged what it is (and a central feature of it is not having a truth-value, that is, totally irrelevant to the way world is).
Like lying - it doesn't matter why one is lying or what is gained by that: a lie is a lie. Lying is a different thing as a false (untrue) claim, though. While both being untrue, one can utter false claims just by a sheer ignorance, not knowing better, and not lying per se.
However, what is a striking difference between bullshitting and lying is that lying involves the awereness of knowing how the things are in reality, but one decides to speak against them willingly. As paradoxical it might sound, truth matters there. But for bullshitting that doesn't matter. You don't need to know about anything. When one is, literally, full of shit (sic), probably one doesn't even care - or remember - how the things are in reality. What is worse - lying or bullshitting - I don't know.
That's why I think it is more apt to describe a certain recent political discourse as more like bullshitting than lying. In our 'post-factual world' the truth doesn't matter at all (sometimes some portions of discourse might fit to the facts, but that's just a contingent feature, a happy accident if you like, but not an aim itself; even a broken clock is right twice a day).

Well the US unfortunately just hit 80000 deaths with a total number of cases at 1,346,717 so still around 2000 per day since my last update early last week. At the current rate, they'll hit 100,000 in 10 more days.
Total worldwide is now 4,010,000 with 278,000 deaths
New updated US figures, now 87000 deaths and 1.455 million cases. Average daily numbers has dropped from around 2000 per day to around 1400 so that's a good sign. Not a good sign is news reports of people crowding into bars, etc. as states start to reopen. Worldwide total is now 4.52 million cases and 303000 deaths. Keep an eye on Brazil, the numbers there are starting to explode.
