They did transform some fan art into commissioned posters last time around. Without any inside connections, I would think posting on various social media accounts (their app, twitter, Facebook et al) and hoping for a positive "viral" response may be the best shot. Forget exactly which poster(s) were commissioned that way, but definitely remember at least one was.
I would "tag" Charlotte Watts in the posts as well, as I believe she may still have a hand in the process... Also posting it here may be a good jumping off point.

Past NO FILTER (EU & UK) tour legs, there's been this thing called (hashtag)Fanart.
Loads of stuff made by talented people was put together there. And, as far as I know (could be wrong though... thanx in advance for pointing out!), some of the stuff got officialy commissioned/ licensed & released as gig poster by the band.
Any idea whether this will be 'the way to go' as wel for this 2019 tour leg?
Or, to put it in orther words:
What can a poor boy do (except to sing for a rock'n'roll band...) to put his/her designs 'out there', preferably catching the band's eye with it?
(No I'm not asking for myself - just for an artist I know/ mate of mine that sure as **** is able to create one**** of a gig poster for this band...)
