He did great and I mean GREAT on the PPC [sorry "PPV"] Atlantic City one 3 months before...

PPC? He did great on that show indeed. Perhaps his best show ever?

Atlantic City was great, agreed, with Keith making some righteous musical sense with the solos. But if you've seen Tokyo - my god, some of it is utterly dreadful with keith playing endless string bends and a flurry of sometimes completely amelodic notes. I hadn't noticed it as much on other 1989/1990 Pro-Shots; the 'guitar hero' stuff was there, sometimes decent but very un-Keith-like, and sometimes confusing. Tokyo 24/02/90 he's gone off on some weird tangent where he's Steve Vai playing the wrong tune!^^

I remember the first few years of getting into the Stones, I loved the later 90s tours and the 70s live videos, but never loved 1989/1990. These days, I find a lot of worth in those Wheels/Urban Jungle shows; very slick, yes, not as exciting as previous tours, but after seeing all of the Pro Shots from the tour, I can appreciate it more. I think by 1994 they had really recovered a lot of the groove. And by Babylon -wow, that was a classic Stones tour! Love the sound and groove on that one.

This release sounds so much better than the show 26/2.
maybe less reverb?
I didn“t give much in releasing a second Tokyo-show with the exactly same setlist. But I was wrong. This is great!

From what's written on the rear cover and DVD - [Cover.box3.net] , [Cover.box3.net] - it's lossy Dolby Digital only.

If you need CDDA quality for audio you should look for 2CD+DVD combo The Rolling Stones - From The Vault Extra [RSR GQBS-90274~6]. Unfortunately, it is OOP for a long time.

Were other musicians an influence, or was it, perhaps, the gear and setup he was using at this time? Personally, I think his playing was utterly superb, although I do understand why some, or may many, would have a lesser opinion of his guitar theatrics.

I just watched, somehow, the SFTD Tokyo Dome video and was surprised by how good it is.

However, in regard to your wondering, maybe Keith found a new essence after the TALK IS CHEAP tour. Was anything he did in 1989-90 as comparable to what is seen in SHEPHERD'S BUSH? He was over the top playing during Saint, which is really strange, innit. Ronnie was bizarrely flat for the front part of the solo in Saint. Of course there's YGMR.

I have to say I have most definitely reassessed the whole era - Steel Wheels/Urban Jungle - in the years since. What was I on when writing that!?!

As I said way back in 2017, around that time I was finally delving into some '89/'90s proshots. I had always preferred what came after; Voodoo/Babylon/Licks/Bang. But it was really getting into the Tokyo (x2) proshots, the excellent Atlantic City, and Dallas/Los Angeles/Montreal '89, over the years I've come to really value it a lot more highly.

Keith's guitar solos can be a bit overly done in places, but overall, since then I do revisit the proshots a lot more from that era.
