There was a long thread about this when Foxes In The Boxes outtakes surfaced. Can't find it.
It's great we eventually get to hear an impromtu in studio jam like this years and years later.
Boogie music started by STU and Keith..........
Improvised lyrics by Keith on the spot commenting on what's happening during these sessions in Paris.
And CHARLIE joining in halfway because he likes what he hears...
Little guitarsolo by Keith and STU piano to end it.
Perfect.

Listening to the lyrics again this came to my mind:
Keith is not only putting down Mick (he called him Brenda at the time) but also tells Charlie on the spot to leave the sessions and "Do Your Little Druggie" at the Victor Hugo or elswere.
It is a known fact (Mr. Watts himself made this public) that Charlie was on drugs/drinking during the DIRTY WORK Sessions.
Dirty Work was finished with a lot of other drummers (Anton Fig, Steve Jordan, Ronnie Wood).........

OK, so the mystery remains about the "Victor Hugo" then...and who could have been staying and have p*ssed off Keith so badly, or he chose that name because of the rhyme/sound/rythm and did mean the Warwick.
Were you one of those fortunate enough to have dinner at the Val d'Isère across from the Warwick from time to time ? I know someone who went there pretty often and told me a few years later that "Charlie avait toujours un coup dans le nez", which I took for meaning (as it does in French) that he always seemed drunk...not sure if it was known at the time by those who hung around there that it was a lot worse than that.

I know that Jagger went sometimes to the "avenue Victor Hugo", he certainly knew people over there and perhaps slept too. Hotel Victor HUGO is very closed to the avenue too.
He went to the Lancaster hotel too, the building just after the Warwick. About the "Val d'Isère", we took the cheaper meal, an omelette!
