Bit of a non sequitur there! Just because Arlington is huge and you need a car to get round does not imply that the Cheltenham cemetery (which I have been to) is the same.
It's not that big, and I'm pretty sure that Bill could easily walk from the car park to Brian's grave.
He's pretty fit and healthy you know!

...Like striking a pose in front of a grave, in order to be photographed properly after (presumeably) having put flowers (or whatever) on it which is supposed to be an act of respect towards the deceased in question?
Oh well... He probably wants to cherish the memory of that particular moment, ...right?

Not dissing the guy per se; I respect (a.o.) the fact that he holds Brian's legacy in high regard (and even more so because he appears to be the 'last man standing' on that front, as far as the band & its circles are concerned);
I just don't consider this very decent (and I hope it's clear I'm NOT talking about visiting Brian's grave & putting some flowers on it, here) - and definitely not elegant (stilish nor tasteful) either. Bit tacky, if you ask me...

The picture came from a post on Rocks Off, "courtesy of Cucho Penaloza". I don't know who he and Justo Tejeda are, but the names suggest that Bill is showing visitors around, and the picture is theirs - there are plenty of pictures online of people recording their visit to Brian's grave, and Bill happens to be in this one.

As to driving in cemetaries, some of them are so big, it's just more practical to allow cars. Usually though, it's limited access to family members only. I have a parking pass for Arlington National Cemetary because my parents are buried there. Bill probably got a pass to drive in from someone close to Brian.
