The picture came from a post on Rocks Off, "courtesy of Cucho Penaloza". I don't know who he and Justo Tejeda are, but the names suggest that Bill is showing visitors around, and the picture is theirs - there are plenty of pictures online of people recording their visit to Brian's grave, and Bill happens to be in this one.

As to driving in cemetaries, some of them are so big, it's just more practical to allow cars. Usually though, it's limited access to family members only. I have a parking pass for Arlington National Cemetary because my parents are buried there. Bill probably got a pass to drive in from someone close to Brian.
