I've never done anything like this before, but for $2mil beyond renting the venue, couldn't we insist the band management handle everything else? We rent the venue and have control of all the tickets, and the band has control over everything inside the venue? Hire their own security, etc?

The band wouldn't do that, they never do, always up to venue/promoter to do that and those costs are on top of the flat fee.
Assuming that flat fee is $3M, then you need at least another 50k to cover your other costs (security inside & out, insurance, venue, catering/rider etc etc)
So 1000 people x $3,050.
That's a lot, especially given people already posting on here they'd like to pay $1,000. that won't get you there.
Now you could do a theatre show, say Hammy O; 3,500 people at $1000 ea and you're done....but of course anyone coming over from the US (a large proportion of the folks willing to splash the cash) would also have to be in for 2k in flights/hotels etc.......
