if the Stones account is broadcasting you will be able to see it, if not you'll need to be following whoever is.
You have to follow the person who is broadcasting to get a notification whenever they broadcast (so, for example, you'd want to follow the Rolling Stones.) However the apps shows to you the top streams, so you can browse that way. I found the u2 show last night that way.
This article mentions how U2 fans have been streaming shows:
"The good news is plenty of fans apparently had the chance to watch the concert from the comfort of their own home via concertgoers broadcasting with the new live video social app Periscope. Eventually, this technology will probably be rolled into the rest of the streaming/platform services and sold back to users, but for now, it’s new enough that fans are still generating their own #content organically."

it's not clear that fans will be allowed to stream live from the show, but U2 seems to have been allowing it.
They never said tickets were being sold there in the first place.

As has been discussed on the SF interviews thread, I'm guessing participation in those interviews will be a pretty sure bet for a shot at the tickets for tonight.
I can just imagine the scramble among all the agents, producers, managers and other Entertainment biz people in LA also trying to get tickets for this show. Everybody's calling in their favors.
