Well, using the '69 tour as a baseline for the modern era, I'd say '70-'71 was an improvement of a very solid set list with the inclusion of ROBeethoven, DF and BS. But all things considered it was hard to top the '72 set lists. Absolutely solid (and mostly current) from top to bottom. The songs from these years formed the basis for all shows to come.

I think 72 is the best set that they did. The range of styles they played is impressive and it was mostly new material.

78 is the second best, for similar reasons. It was short but sweet. They covered enough ground to make for a good show.

El Mocambo was a killer set list and very well played as well. The 69 set list was fantastic as well, if short. But great all the "new" songs they were doing at that time. The Licks set lists were often the most adventuresome the have done. And the Paridisio set list is amazing with Still a Fool and a lot of other rarities.

By the way: For all the setlist moaners who even were crying about "only" 19 songs on this tour, (2 hours 10) performed by 70-something musicians: 42 years ago when they were not even 30 they played not more than 15 (fifteen) songs and left the stage after 1 hour and 15 minutes.

Well, technically Walk And Don't Look Back is not a solo song, because it's a Temptations cover, which was also recorded by Mick and Peter Tosh. Sure The One You Need was played on 2 or 3 occasions in 1975, but although it was recorded by Ron still it's a Jagger/Richards track. So only solo songs played by the Stones live are Billy Preston's tracks in 75-76.

pmk251 said it better than I did, but I didn't quote his post because of what I also said about the '78 tour, I didn't want to tie that in with his words.

To me there is a similarity to the structure of the 72 and 78 shows. They were shorter but had just the right selection of songs. As close to perfect as you can get.

Well I think '69, 72 78, 81 are all tops because they had a new album and were pushing it.
I had written a whole long post listing every tour and respective new album, bla bla.
But to answer the Q I will say that IMO the best was 97. Just because at this point they could have been coasting (like they are now). And I am so glad that they didnt; but went out like a band with a new album; with something to prove. And laid it down on stage.
